Problem description:
After invoking a:
flatpak update
or:
flatpak install PACKAGE_NAME_HERE
The update/installation process starts normally. Then it either hangs for about 30 minutes, upwards to several hours or it makes decent progress until the following error message appears:
F: Unexpectedly got > 100% progress, limiting
After this message the process hangs again for a very long time, often several hours. Worst of all, most updates/installations are unable to finish, with following error:
F: Calling system helper: CancelPull Warning: While pulling “PACKAGE_NAME_HERE” from remote flathub: Socket I/O timed out
After many retries they eventually finish, seemingly at random.
During updates/installations, when consulting the system monitor there is next to no internet traffic, despite the fact that flatpak is claiming otherwise. Also the reported download speed dips down into single Bytes/s, which is probably a measurement error by flatpak, but regardless, my PC runs now upwards to 12 hours and more, just to report that all updates failed.
Everything else on my system that is using internet, depending on country and servers, downloads at speeds upwards to 15 MBits/s, so i think my connection is fine. I’m in central Europe btw.

This problem popped out of nowhere and it persist for 2 months now, making updates and installations an absolute chore. I found people who had this problem years ago, but for them it somehow resolved itself. Not in my case.
Since then i, reinstalled flatpak several times, cleared caches, checked for malformed conig files, checked wikis and manuals, sadly to no avail.
Now my question is, is it possible to somehow to switch servers, so i can at least rule out a connection problem? If not, is there another way to troubleshoot a problem like that, or is this a completly different problem altogether?
