How to disable user installs?

Is there a way to disable user installs ( --user) to avoid non-admin users from installing applications to their home while letting them run already installed flatpaks ?

Tried with polkit on Ubuntu 22.04 and could not make it work. Although I am very far from experienced with polkit.

You can archieve this goal by modifying the sudoers file in /etc directory.
