Is there? I always wonder who’s in charge of half the apps here, since many apps are never going to be verified I think it’d be worth pursuing some kind of reputation system for volunteer maintainers.

I see it’s mostly one account but there’s often multiple accounts.
Yes there can be multiple people maintaining an application.
There should be one account who has uploaded it to Flathub, no? that person should be the responsible and listed party.
It’s not uncommon that person who submitted app is gone and app is maintained by someone else or even nobody.
