Unable to uninstall steam as steam is not installed

i was having trouble with steam and adding a non-steam game, so i went around the loop trying to get it to work, at some point uninstalling and reinstalling steam. but steam wouldnt uninstall, it just gave the error ‘Directory Not empty’ and removed the Open button for steam in gnome-software. pressing uninstall again failed again, with the error 'Unable to uninstall steam: ‘com.valvesoftware.Steam/x86_64/stable not installed’.
I have no clue what caused this, and no clue how to remedy it, as i want to be able to install steam via flatpak.

this was fixed after 2 reboots.
