It seems that I can install Flatpaks but updating doesn’t work.
This is what I am getting:

Also getting this problem. I’m on CachyOS. Seems like maybe flatpak repo problem. Will give an update after more digging
EDIT: I want to preface that I know essentially nothing about flatpaks and what they are, so apologies for any bad/incorrect terminology or phrasing.
Upon further testing, it seems like this is a flathub issue. I have tried cleaning out my flatpak metadata cache and rerunning the update and still nothing. Hopefully this is an issue on their end that they can solve quickly.
Final Update (hopefully): Seems like the issue has been resolved for me. I am able to run appstream updates today. I haven’t done anything to my system to fix it myself, it just started working.
